How to apply for public service and teaching jobs in Guyana — including hinterland postings

A Facebook “Ministry of Education vacancies” graphic is not an application. Neither is a contractor CV.

If you want a classroom, a ministry desk, or a hinterland station, you are dealing with commissions and circulars. The Teaching Service Commission and the Public/Police Service Commission run different portals, different forms and different age and qualification rules. Hinterland work is not a separate website. It is a preference you tick, a posting you accept, and a length-of-stay rule you will be held to.

Three doors — pick the right one before you type

Teaching (nursery, primary, secondary, Practical Instruction Centres, including hinterland schools). The Teaching Service Commission appoints, disciplines and removes teachers of non-board schools. Join, transfer and senior-promotion applications go through tscapply.gov.gy. Academic criteria for each teacher status are published on tsc.gov.gy/requirements.html.

The rest of the public service (the ministries and departments that sit under Staff Vacancy Circulars). Outside applicants complete P.S.C. Form No. 31. Serving officers seeking an advertised promotion complete Form No. 30. The online desk is apply.ppsc.gov.gy, which states that only individuals aged 17–45 are eligible to apply to join the Public Service, and that incorrectly filled forms will not be processed.

Ministry of Education as employer for non-classroom posts, and CPCE as the training college. Specialist roles still appear in ministry circulars. Training to become a *trained* teacher is CPCE, not TSC. Do not send a TSC join form to CPCE, or Form 31 to tscapply.gov.gy. If the advert is for a teacher, use TSC; if it is for a ministry clerk, use PPSC.

Join the teaching service on tscapply.gov.gy

Open https://www.tscapply.gov.gy/ and choose Apply to Join the Teaching Service if you are not already on staff. The same portal is used for transfers, secondment, re-grading, and Apply for Senior Vacancies.

The join form, as presented on the portal, walks academic qualifications at CSEC General Proficiency, then professional teaching or other qualifications. Foreign university awards must be accredited by the National Accreditation Council. It asks whether you are enrolled at the University of Guyana.

Then come the questions that decide whether you are offering yourself for hinterland work or only for a Georgetown timetable:

  • Whether you prefer to teach in or out of Georgetown
  • Areas or communities in the region where you would like to teach
  • Institutional level: nursery, primary, secondary or PIC
  • Subjects in order of priority, with a note that a Grade II minimum is required to teach a specific subject area
  • Whether you plan to attend teachers’ training college and/or the University of Guyana

Answer those as you will actually live, not as you wish the posting would be. A “Georgetown only” preference and a hinterland vacancy are not a match.

The Commission still takes manual applications so hinterland candidates without reliable data are not shut out. Use the TSC office on Brickdam, or the Regional Education Office, with printed certificates — do not wait for a neighbour’s Wi-Fi until after the circular closes.

For senior promotion, read the year’s criteria PDF on tsc.gov.gy before you click. The 2026 Senior Promotion vacancy notice stated that trained teachers and graduate teachers (trained or untrained) in public schools, board and non-board, could apply; that you may apply for a maximum of ten advertised posts, in preference order, on one application; and that you should apply only for posts you intend to take up and remain in — at least two years in a hinterland school or four years in a coastland school. Fail to take up an offer within one month and you may be debarred from promotion for up to two years. Withdrawals had to reach secretary@tsc.gov.gy (or school.boards@moe.gov.gy for board schools) by the closing date. Those rules are why a hinterland tick is not casual.

Hinterland posting is a status and a qualification ladder

TSC’s published academic criteria are more flexible where the Commission cannot recruit suitably qualified people in hinterland areas. That is an appointment rule, not a rumour.

  • Teacher Aide (hinterland, recruitment difficulty): SSPE Parts I and II, College of Preceptors, or a pass at the Preliminary Certificate Examinations (General), and not younger than 17.
  • Pupil Teacher: minimum age 15 in exceptional ability; in remote areas, SSEE Parts I and II may be used in special circumstances if the candidate passes a test in English set by the Examination Board.
  • Acting Teacher (hinterland, recruitment difficulty): three GCE O-Level or three CXC subjects (Grades I–III, or I–IV from June 1998) at General Proficiency, or Grade I at Basic; in exceptional cases two subjects including English; or five CXC subjects without English, pending an English test.

Higher statuses (Temporary Unqualified, Temporary Qualified Classes III–I, Trained, Graduate) are listed on the same requirements page, including Hinterland Development Programme grades and GSA, GTI and NATI diplomas. Read the status in the vacancy. Do not apply as a graduate head of department on three CXCs.

Minister Priya Manickchand has said hinterland trained-teacher coverage moved from 43 per cent in 2020 to 86 per cent, with a target of 100 per cent trained hinterland teachers by the end of 2026, and that the public teaching service grew to over 15,000 teachers in 2025. CPCE has been running a blended hinterland and riverine timetable (online general lecture plus in-person tutorial) so serving trainees can stay at their stations. If you are untrained and already in a hinterland classroom, the seeker move is: stay on the TSC books, enrol when CPCE opens the next cohort, and do not abandon the station for a rumoured Georgetown vacancy mid-circular.

Public service: Form 31 and the 17–45 rule

For a ministry post on a Staff Vacancy Circular, complete Form 31 (or the online appointment form). Name the post and the advertisement. Fill personal data as on your birth certificate. Section B requires photocopies of certificates and examination result slips and a full institutional history. Watch ppsc.gov.gy/careers for the circular. Closing dates are short. If you are over 45 and trying to *join*, the portal has already answered. Serving officers use Form 30 for advertised promotions.

After you click submit

TSC scores the file, clerks and commissioners verify, and you can see the stage of the application. Launch-era claims (junior posts in about three days; senior in about two months) are not a promise for your 2026 circular. Diary the closing date, keep PDFs of every certificate, and if an offer names a hinterland school, read the two-year stay rule before you celebrate.
